RIO to host 2026 Investment Seminar

The North Dakota Retirement and Investment Office (RIO) will host its 2026 Investment Seminar, Building the Future: Strengthening Governance and Expanding In-house Investment Capabilities, on Thursday, Oct. 29, from 10 a.m. to 3:30 p.m. at Gateway to Science in Bismarck.

The State Investment Board (SIB) oversees the investment of the assets of North Dakota’s Legacy Fund, Public Employees Retirement System, Teachers’ Fund for Retirement, and Workforce Safety & Insurance. Its assets under management have grown from $23.6 billion to more than $29 billion in just two years. RIO administers the program.

“As the State Investment Board’s program grows in scale and complexity, strong governance, operational resilience, and strategic adaptability are essential to delivering long-term value,” said RIO Executive Director Jodi A. Smith. “A portfolio of this size also demands a clear-eyed view of the world. This seminar brings these priorities together, with a focus on what it all means for North Dakota and its citizens.”

The seminar will open with a keynote from a speaker who has served at the highest levels of U.S. foreign policy, in both the White House and the State Department, and now advises one of the world’s largest private investment firms. He will address how geopolitical risk is reshaping capital allocation worldwide and what that means for the investments the SIB oversees.

The remainder of the day is focused on North Dakota. A panel led by Gov. Kelly Armstrong and legislative leaders will discuss what the investments mean for the state’s future, what the returns make possible, and what choices lie ahead. Sessions will also cover how RIO is strengthening oversight and how bringing more investment management in-house is lowering program costs.
